Vs. 4 They told Haman to see if Mordecai would bow if Haman was present

The Bid to Destroy a People
Esther 3:7-15
Haman found out that Mordecai was a Jew and that the Jewish people were scattered throughout the Empire.
Haman’s bitterness caused him to desire to destroy an entire people because of one man’s offence
They cast lots to see what day they should start the persecutions
Haman even offered to pay his own money to get the job done, and to replace those subjects of the king that would die
Vs. 13 To add more incentive to insure the Jews died, the notice also stated to spoil to take all the possessions of the Jews that were killed.
